Introduction

Quality Assurance is a dynamic and ongoing process, requiring consistent strategies, actions, and efforts to establish and uphold high standards in higher education. Managing quality assurance—including its processes, procedures, and assessment results—poses substantial challenges. Effective management becomes even more complex as practitioners seek accessible guidelines, examples of best practices, and tools to support and facilitate this process.

Since its inception, the Quality Enhancement Cell (QEC) at Kohsar University Murree has worked under the guidance of the Higher Education Commission of Pakistan (HEC). HEC is committed to enhancing the quality of higher education across Pakistan, aiming to bring university standards in teaching, learning, research, and service to an international level. To support these efforts, the QEC at Kohsar University Murree has focused on internal quality measures by adopting Self-Assessment methods aligned with HEC’s standards. Additionally, it oversees a meta-quality assurance framework by applying the Institutional Performance Evaluation standards.

The QEC also addresses the needs of various stakeholders by implementing a variety of HEC-recommended surveys. Another crucial aspect of the QEC’s role is to monitor the university’s rankings at both the national and international levels, contributing to its continuous improvement and global standing.

The Quality Assurance Agency (QAA) at HEC, along with QECs at other institutions, upholds essential principles of quality assurance, including openness, transparency, fairness, equity, and accountability, in line with global practices. These principles underpin their work and drive the continuous advancement of quality across higher education institutions.

In today’s rapidly advancing world, where higher education and scientific research drive economic growth, it is vital to equip young people with skills in science and technology. Since higher education has not consistently been a focus in the past, real and swift progress requires a thorough reevaluation of educational policies and programs. These programs should be tailored to the unique strengths of our youth, respecting our historical and cultural values while incorporating the latest advancements in science and technology globally.

To help the University achieve its vision of becoming a leading center of education, prioritizing higher education is crucial. Higher education is essential for personal development and the progress of modern societies, as it enhances social, cultural, and economic growth, promotes active citizenship, and instills ethical values. The University should strive for continual quality improvement, embracing a diversity of offerings, and fostering collaborations that serve students, employers, and the broader society at both the national and international levels.

The Quality Enhancement Cell (QEC) plays an important role in reviewing the University’s academic programs to uphold globally recognized standards. Quality enhancement is a continuous journey, allowing the University to set new goals and achieve fresh milestones with each success, moving progressively toward excellence. The QEC’s primary responsibility is to assess strengths and identify areas needing improvement through structured evaluation procedures, ensuring that effective remedial actions are taken for ongoing advancement.

Scope

The responsibilities of the QEC include:

  • Carrying out annual evaluations, which encompass program reviews, faculty assessments, and student feedback.
  • Ensuring quality assurance processes are in place for undergraduate and postgraduate programs.
  • Conducting assessments of subjects, departmental activities, and overall institutional performance.
  • Reviewing teaching and learning quality standards within all subject areas.
  • Evaluating academic partnerships and developing frameworks for qualifications.
  • Designing program specifications and establishing quality assurance processes.
  • Developing and evaluating assessments at the departmental, employer, and institutional levels.

Objectives

The strategic objectives of the QEC are to:

  • Deliver high-quality education at Kohsar University Murree in alignment with the Quality Assurance Agency (QAA) of the Higher Education Commission (HEC).
  • Maintain and enhance quality standards in teaching and learning for each subject area.
  • Ensure alignment with Accreditation Councils and regulatory bodies’ requirements.
  • Continuously monitor and advance quality improvement initiatives within the University.
  • Tackle the challenges of achieving global standards in higher education.
  • Promote the development of responsible citizens who can contribute to society with transparency, effectiveness, and integrity.
  • Build public trust in the quality and standards of the University’s degree programs to meet international standards.

QEC of Kohsar University Murree organized a detailed orientation session for all Chairpersons and In-charges Faculties to familiarize them with new Undergraduate Education Policy 2023. Dr. Luqman Riaz, Director QEC, was the resource person for the event. They discussed the key points of the new HEC Graduate Education Policy 2023. During orientation session, participants were encouraged to ask queries which were answered comprehensively.
